The fair distribution of land was an enormously complex issue, said PLAAS Prof Ben Cousins, but that there was no need to change the Constitution in order to distribute land. He slams the ANC policy discussion document on land reform as “incoherent mishmash” and said that it isn’t the way forward in sorting out the morass that the government has found itself in as a result of failed distribution policies.
