Evaluating land and agrarian reform in South Africa (ELARSA) (2002-2004)
This research programme was designed
to respond to the need for cohesive research and analysis on land and
agrarian reform. Land reform targets were compared with actual
achievements in view of fiscal constraints and institutional capacity.
The research drew together perspectives from a wide range of interest
groups in order to evaluate land and agrarian reform and to generate
policy recommendations. A number of publications were produced.
