Four Rural Municipality Case Studies: Land Reform, Farm Employment and Livelihoods

PLAAS is collaborating with the Human Sciences Research Council (HSRC) and with Praxis Development Facilitation on a study of land reform, livelihoods and farm employment. This has been commissioned by the South African National Treasury as part of its ongoing monitoring of the impact of government programmes, and is funded by the United States Agency for International Development (USAID).

Objective: The main objective of the study is to understand the present economic impact of land reform in the context of a changing rural economy.

Approach: The study is based on intensive exploration in four municipalities in different parts of the country. PLAAS is engaged in a case study of Theewaterskloof Local Municipality in the Overberg region of the Western Cape. Methods used include close engagement with local and district municipalities as well as other government departments operating in the area, interviews with commercial farmers, case studies of land reform projects in the area and a survey of evictions from farms.
